Automated Parking Access Control at the Latvian Ministry of Agriculture

Automated Parking Access Control at the Latvian Ministry of Agriculture

VSIA “Zemkopības ministrijas nekustamie īpašumi” is a Latvian state-owned company responsible for property management and leasing, as well as the maintenance of state-owned land drainage infrastructure. Its portfolio includes the Ministry of Agriculture building at Republikas laukums 2 in Riga, where the car park serves authorised users, including tenants.

The modernisation of the existing parking access control system aimed to simplify vehicle access and permit administration while improving oversight of parking operations. An important requirement was to retain the existing barriers and vehicle detection loops rather than replace equipment that remained suitable for use.

In October 2026, BISS completed the modernisation using its FidPark platform, introducing automatic number plate recognition (ANPR), digital permit management and automated barrier control. The implementation also included information displays and communication equipment for drivers.

The upgraded system combines automated vehicle access with centralised administration and tenant-level parking management. It gives the property manager greater control over access permissions and parking allocations while providing tenants with more flexibility in managing their vehicles.

Project Overview

The project involved replacing the existing parking access control system at the Ministry of Agriculture premises in Riga. BISS carried out the equipment installation, software configuration, commissioning and staff training, completing the modernisation in October 2026. The existing barriers and vehicle detection loops were retained as part of the upgraded infrastructure.

The implementation is based on the FidPark platform, which connects vehicle identification, parking permissions and barrier operation within a single management environment. The installation includes two ANPR cameras, two information displays and access control equipment for one entry lane and one exit lane.

When a vehicle approaches the entrance, an ANPR camera reads its registration number and FidPark verifies the associated parking permissions. If access is authorised, the barrier opens automatically without requiring a physical card or permit. Information displays show the recognised registration number and access status, while communication equipment allows drivers to contact personnel when assistance is required. The same identification process applies at the exit, with entry and exit events recorded for subsequent review.

Parking administration is managed centrally through FidPark. Authorised staff can create and manage permanent, time-limited and single-use permits, configure access rights, review vehicle movements and generate reports. Remote barrier operation is also available when manual intervention is required.

The implementation also includes tenant-level vehicle management. While the property manager retains overall control of parking permissions, tenants can register and manage vehicles within their assigned allocations. A tenant can register more vehicles than its available parking spaces, with FidPark controlling the number permitted to park simultaneously. This gives organisations flexibility in using different vehicles without exceeding their allocated capacity or requiring the property manager to process every registration change.

Benefits

  • Simplified vehicle access: Automatic number plate recognition allows authorised drivers to enter and exit without physical access cards or permits, making everyday parking access more straightforward.
  • More efficient parking administration: Centralised permit management, vehicle movement records and remote barrier control simplify routine administrative tasks and give the property manager greater visibility over parking operations.
  • Flexible tenant parking management: Tenants can maintain their own vehicle registrations while FidPark enforces simultaneous occupancy limits. This supports flexible use of allocated parking spaces and reduces the need for central administrators to process routine vehicle changes.
  • Clearer driver communication: Information displays provide immediate feedback on vehicle recognition and access status, while communication equipment offers direct contact with personnel when assistance is required.
  • Preservation of existing infrastructure: Integrating the existing barriers and vehicle detection loops into the upgraded system avoids unnecessary equipment replacement while extending the functionality of the parking installation.

Impact and Results

  • Completed parking access modernisation: In October 2026, BISS completed the access control upgrade at the Ministry of Agriculture, installing two ANPR cameras and two information displays to support automated vehicle access across one entry and one exit lane.
  • Established a new parking management model: The implementation introduced centralised access administration alongside tenant-level vehicle registration and simultaneous occupancy control, giving the property manager a structured way to manage parking permissions and allocated capacity.
  • Integration of existing infrastructure: The existing barriers and vehicle detection loops were incorporated into the FidPark-based system, extending the functionality of the parking installation without unnecessary equipment replacement.
