
Al Rayyan is the third largest municipality in Qatar, with a population of more than 600,000 residents and one of the highest GDP per capita levels in the world. As urban infrastructure expands and parking demand increases across multiple locations, the need for centralized, data-driven parking management becomes critical.
Recognizing the importance of scalable and transparent parking operations, Prime Solutions & Services (PSS) partnered with BISS to implement Flomo - a centralized parking operations platform designed to integrate local Parking Management Systems (PMS), payments, analytics, and operational monitoring into one unified ecosystem. As part of the project, Flomo was integrated with the locally deployed Orbility PMS system installed at each site, enabling seamless data flow across the infrastructure.
This project represents a shift from location-based system management to centralized, real-time digital parking governance. Parking operations become measurable, transparent, and scalable across the municipality.
The Qatar project started in May 2025 and was completed in March 2026. The goal was to implement Flomo as a centralized, cloud-based parking operations platform capable of integrating multiple locations and systems into one unified environment.
Flomo integrates with the locally installed Orbility Parking Management System, consolidating payments, parking sessions, hardware monitoring, event logs, operational incidents, and ERP synchronization into a single digital infrastructure,
All 17 locations have been onboarded into the platform, enabling centralized management across the municipality. The system supports high volumes of daily parking activity while processing annual payments exceeding 2 million EUR, demonstrating both operational scale and financial reliability.
The platform includes an Analytics Module with 5 dashboards and more than 75 charts, providing real-time visibility across all connected sites. It delivers insights into movement data, financial performance, and operational activity, using a wide range of visualizations such as pie charts, line charts, plot charts, and heatmaps.
The platform enables analysis of parking performance, including trends over time, forecasting based on historical data, and identification of anomalies. Users can also explore usage patterns across locations, with tools such as heatmaps showing peak activity by day and hour.
Dashboards can be customized based on user needs or used as pre-configured views. Different access levels can be assigned across the organization - from full access for advanced users who can configure and customize dashboards, to limited access for users who require visibility only. The platform also supports filtering, cross-filtering, and drill-down capabilities for deeper data exploration.
An Operations Module ensures structured device monitoring and incident tracking, while integration with Infor SunSystem ERP enables synchronized financial reporting.
